that you just by asking that understand heat causes great denaturing moreso than it washing itself put in the cooking water, the time it takes to skin baits rubbey is much quicker
than conventional boiling , this i can only comment on using a traditional steamer and not overloading it with bait mass

Dr Barbus, yes mate i always use an ordinary steamer, the cooking time to get a nice rubbery skin is far less than boiling mate, yep because its not actually immersed in water the additives tend not to get literally pulled out in the wash,
Doc, i usually do mine as sausage shape lengths so the ends are exposing the soft inner as i cut mine off as i use em, i find i can use several thicknesses and cook these all at the same time together and still acheive a constant skin consistancy and...

Far from convinced about the concept of 'winter barbel baits' personally. A good bait is a good bait summer or winter - clearly in the generally higher, coloured water conditions of winter a bigger, smellier bait is better but the nature of the bait isn't relevant. The 'reduced release' of oily fishmeal baits in winter is hardly an issue in reality.
I use a bigger version of my normal fishmeal boily and cut the 'edges' off to remove the skin leaving a firm smelly bait in a cube shape with...

Nice idea
Regarding your Ten minutes per side.
Query: surely if you are boiling it, it is all under water?
Query: Can you form skin it in less - say 5 minutes total?
I would be concerned about denaturing proteins and additives
if I boiled the bait for 20 minutes.
